The Tokyo Metropolitan Art Space was opened in October 1990 by the Tokyo Metropolitan Government with the purpose of promoting the arts such as music, theatre, and dance among the citizens of Tokyo, and enhancing international cultural exchange. The facilities include a full-scale concert hall, a medium-sized hall (Theatre) with a proscenium stage and two mini-theatres, one with a free stage and another with a thrust stage. The space also has conference rooms and an exhibition gallery. Hideki Noda formally assumed the position of Artistic Director in 2009.
